Can I underwrite a rent reset on an older Oxnard building in a DSCR file?
Not at the statewide rate, if the building falls under Oxnard's own rent ordinance. Oxnard's Rent Stabilization Ordinance, in effect since June 2022, caps increases at a flat 4% once every 12 months, tighter than the statewide AB 1482 formula of 5% plus CPI. It covers residential rental property with a certificate of occupancy issued before February 1, 1995, and exempts single-family homes and condos only where the owner is not a corporation, REIT, or LLC with a corporate member, so an LLC-owned Oxnard rental house does not get that exemption. Just cause applies after only 30 days of tenancy, and a no-fault termination requires relocation payment of two months' rent or $5,000, whichever is greater. Both ordinances are set to expire December 31, 2030. Talk to your attorney and verify the current ordinance text before you underwrite a rent reset on an older Oxnard property.
Can I run a short-term rental in Oxnard on a DSCR loan?
Oxnard permits short-term rentals citywide, but caps how many a neighborhood can hold. Since December 17, 2020, an Oxnard vacation rental has needed a city permit, and the total is capped at 5% of eligible residential units per general plan neighborhood, rising to 10% in the residential beachfront zone. The four coastal neighborhoods, Oxnard Dunes, Oxnard Shores, Channel Islands, and Hollywood by the Sea, are held to the 5% cap.
