Ventura County keeps shrinking. Why is buildable land here still hard to find?
Because the county's voters locked most of the open land, not the market. SOAR, adopted county-wide in 1998 and renewed to run through 2050, keeps every parcel mapped Agricultural, Open Space or Rural off the table for new zoning unless a public vote approves the change. Oxnard and seven of the county's other incorporated cities layered their own City Urban Restriction Boundary on top, also running to 2050, so a lot inside an existing city footprint is a different asset than raw acreage next to it, which stays farmland or open space by ballot, not by demand. Build where the boundary already lets you build.
What will Oxnard charge me in development impact and permit fees before I break ground?
We can't quote a number, and neither should anyone else. The city publishes its own developer fee schedule, but the actual dollar figures were not verified in our research, and permit timelines for Oxnard were not sourced either. Pull the current fee schedule and talk to Oxnard's building division before you finalize your draw budget. Does a construction lot in Oxnard carry any assessments I should know about before I close?

If SOAR locks up open land, where is the buildable opportunity actually left?
Inside the existing city footprint, on infill. SOAR's own text carves out an exception: nothing in the initiative blocks state law on accessory dwelling units or density bonuses, so adding units on an already-developed Oxnard parcel does not require a ballot measure the way converting farmland does. That is where a ground-up build pencils fastest here, not on raw acreage outside the growth boundary.
Is Port Hueneme, right next to Oxnard, an easier place to find a construction lot?
Probably not, for the opposite reason. No SOAR-style growth boundary initiative was found for Port Hueneme, but that appears to be because the city is fully built out and surrounded by its neighbors, not because land there is easy to entitle. A teardown-and-rebuild on an existing Port Hueneme parcel is a more realistic ground-up scenario than a new subdivision.

Will you finance the land or lot purchase?
Yes. Lot acquisition is funded as part of your loan-to-cost. If you already own the lot, that equity can serve as your down payment, which often lets us fund most or all of the build cost.
How does the draw schedule work?
Construction funds are released in draws as milestones are completed and verified, not handed over at closing. You submit your budget and scope of work up front, complete a phase, request a draw, and we release that portion after inspection. You pay interest on funds as they are drawn.
What are the rates and terms on a ground-up loan?
Our construction pricing starts around 10%, interest-only, on terms of 12 to 24 months. Market ground-up rates generally run 9% to 12% with 1 to 3 points. Your pricing and leverage depend on your build experience and the strength of the project.
Do you lend to first-time builders?
We consider builders at all levels, though a track record helps your leverage and rate. A first-time builder should expect to bring a strong general contractor, a detailed budget, and typically a larger equity contribution. A well-documented project goes a long way.
