Is small multifamily actually common in St. Louis, or is that a stereotype?
It is common, and the data is unusually one-sided. In the City of St. Louis, 2-to-4 unit buildings ran about 15.3% of all 1-to-4 family loan originations in 2023 and 15.4% in 2024, compared with about 1.6% in St. Louis County both years and 2.4% statewide. That is roughly six and a half times the state average, and it held steady across two years, so a DSCR loan on a city duplex or 4-plex is financing the market's normal deal, not an edge case.
Does a St. Louis rental get taxed differently if it has more than a few units?
No, and that is the point. Missouri classifies any building used for residential living as subclass 1 at a 19% assessment ratio, with no unit-count cut-off, so a duplex and a larger walk-up in the City of St. Louis both land there rather than jumping to the 32% commercial subclass. On the city's 2025 rates, that works out to about 1.556% of market value for a residential rental against about 3.121% if the same building were classified commercial, roughly double. Residential-subclass rentals also skip the city's separate inventory replacement tax that applies only to the commercial line. Confirm the parcel's subclass with the City Assessor before you close.
What does the City of St. Louis require to keep a rental legally occupied?
An occupancy permit, city-wide, with no exceptions by neighborhood. Every parcel in the City of St. Louis sits inside a Housing Conservation District, so a rental unit needs an inspection and a certificate of occupancy under city ordinance, at a $120 application fee (rising to $200 if a resident is found in the unit without a current certificate). A rental reinspects every three years or on any change of occupancy; owner-occupied properties are exempt. Inspection scheduling runs 3 business days to 15 days out from application, so build that lag into your turn schedule between tenants, and separately if you buy in a St. Louis County suburb: the county has no single occupancy rule, and each municipality (University City, Florissant, and others) runs its own inspection and fee schedule.
Can I run a St. Louis rental as a short-term rental instead of a long-term lease?
The city's short-term rental ordinance is on the books but currently unenforced, and that is not the same as legal. Ordinance 71729 took effect in November 2024, requires the applicant to be a natural person (an LLC cannot hold the permit), caps non-owner-occupied permits, and bars a permit on any parcel receiving a tax abatement, but a court order has since prohibited the city from enforcing it, and the city's own permit page carries that notice. Status can change without notice, so confirm current enforcement before underwriting a St. Louis property on short-term income. This program qualifies on the property's cash flow and DSCR is priced against the collateral, but a nightly-rate pro forma is not the same underwriting as a long-term rent roll, and any short-term income considered here is subject to underwriting, not assumed.
Does St. Louis City's earnings tax apply to my rental income?
That is an open question the city has not answered in writing, so plan to ask. The City of St. Louis charges a 1% earnings tax on business net profits, and its Form E-234 return reaches partnerships, LLCs and other entities doing business in the city, but no city guidance located specifically states that passive rental income to an out-of-state landlord counts as taxable business earnings. If you hold the property through an LLC and operate it inside the city limits, budget for the possibility of an E-234 filing question and confirm your obligation with the Collector of Revenue before you assume either way. No county earnings tax was located for St. Louis County, so crossing the city line takes the question off the table.
What insurance issue should I plan for on a St. Louis rental I already hold?
Severe convective storm, not fire, is the live risk here, and a vacant unit between tenants can lose coverage fast. An EF3 tornado crossed north St. Louis City on May 16, 2025, and the Missouri Department of Commerce and Insurance recorded nearly 9,000 claims from that single event with roughly $208 million paid and a projected ultimate near $330 million. Separately, standard landlord and commercial property forms typically treat a unit as vacant once occupancy runs low and suspend theft, vandalism and water-damage coverage after about 60 days vacant, which matters on any city rental you carry between leases. What is a DSCR loan, and how do I qualify without tax returns?
A DSCR (debt service coverage ratio) loan qualifies on the property's rental income instead of your personal income, so there are no W-2s or tax returns required. We compare the rent, from a signed lease or the appraiser's market-rent estimate, against the monthly payment. A DSCR of 1.00 means the rent covers the payment, and we lend with a DSCR as low as 0.75.
What rate and terms can I get on a rental loan?
Our rental program starts around 5.50% interest-only, with 30-year fixed and 5/7/10-year ARM options, for a single property or a whole portfolio. The lowest pricing goes to strong credit, lower leverage, and a DSCR above 1.20; your quote depends on the file and is subject to underwriting.
How much can I borrow, and what is the maximum LTV?
We finance up to 80% loan-to-value on a purchase, with rate-and-term and cash-out refinances available, on loan amounts from $100K to $3M. Cash-out leverage is typically a little lower than purchase. The property's cash flow and your credit set your final leverage.
What credit score do I need for a DSCR loan?
We start at 640, and the best pricing goes to strong credit. Because the loan qualifies on the asset, your score affects your rate and leverage more than whether you are approved.
Can I get a DSCR loan on a short-term rental (Airbnb)?

Is there a prepayment penalty?
