What does it cost to permit a new build in Frisco versus Celina?
Roughly $1,448 in Frisco against about $5,378 before impact fees in Celina, for the same 2,400 square foot house. Frisco's 2025 fee ordinance charges $1,000 for the first 2,000 square feet plus $0.37 per additional square foot in that size band, plus a $300 non-refundable application fee, which works out to about $1,448 on a 2,400 square foot house. Celina's November 2025 master fee chart runs plan review, a per-square-foot building permit at $1.12, park improvement, building activity and other line items to about $5,378 before impact fees on the same house. If you are pricing a spec build across the northern tier instead of in Frisco itself, budget the permit line by city, not by county.
What do impact fees add to a lot in Frisco?
Roughly $6,400 to $8,700 per lot, from a 2019 ordinance we could not confirm is still current. Frisco's Ordinance 19-04-29 sets single-family roadway impact fees of $1,935 to $4,257 per dwelling unit depending on service area, plus $2,120 for water and $2,344 for wastewater per service unit on a 1-inch meter, all collected at 70% of the maximum. That is the schedule as written; Texas law contemplates periodic impact-fee updates and we found no newer Frisco ordinance this session, so verify the current fee with the city before you underwrite a lot. Confirm the number before you close, not after.
Is there still buildable land in Frisco, or do I need to build farther north?
Frisco is one of the county's established, built-out cities, so most of Collin County's new-construction lot supply sits north in Celina, Prosper and McKinney. The county sorts into three lanes: established high-basis cities like Frisco, Plano and Allen with the lowest tax stacks and the least raw land; a northern growth tier of Prosper, Celina and McKinney carrying the highest tax stacks, the MUD and PID overlays, and the fastest home-value declines; and an eastern value tier of Wylie and Murphy. A Frisco-area build is more likely to be a teardown-and-rebuild or an infill lot than a subdivision lot, which changes both your permit line and your impact-fee exposure against a Celina or Prosper site.
How do MUDs and PIDs change a construction budget on a Collin County lot?
They sit on top of the tax rate you see, and a PID assessment does not show up on the rate table at all. Collin County's 2025 rate list carries nineteen municipal utility districts, most at 1.000000 per $100 of value and some as high as 1.200000, plus seventy-one public improvement districts that each print a rate of 0.000000, because a PID is a separate assessment, not a tax rate. Those PIDs sit in the named northern growth-tier subdivisions, not inside Frisco's built-out core. If you are building or buying a lot outside Frisco proper, pull the district assessment from the closing disclosure and the county roll, because the rate table alone will understate the carry.
What should I budget for reinspections and after-hours inspections on a Frisco build?
$50 for a residential reinspection and $150 for an inspection outside normal business hours, under Frisco's current fee ordinance. We did not find a published plan-review or permit turnaround target from Frisco's Plans and Permits process, so we do not publish a day count for how long inspections take here, and you should not underwrite one from a broker's estimate either. Build your draw schedule around the fee items you can document, and buffer around the schedule you can't.
Does building in the fast-growing part of the county carry more risk than building in Frisco itself?
Yes, on the value side. Celina was the fastest-growing city in the country in the 2025 Census vintage estimate, and its home values still fell 9.3% year over year through July 2026, against Frisco's smaller 4.6% decline over the same period. Growth here is showing up as new supply, not price support, so a spec build timed to sell into a fast-growing but falling-price submarket needs a term long enough to clear inventory, not just to finish construction. That is a term-length and interest-reserve conversation to have with us before you break ground, not after.

How much of my construction project will you finance?
We fund new construction up to 70% of value and up to 85% of total cost (land plus build), in most states, on loans up to $5M. Experienced builders reach the higher end of leverage. We finance both the lot and the vertical construction within those caps.
Will you finance the land or lot purchase?
Yes. Lot acquisition is funded as part of your loan-to-cost. If you already own the lot, that equity can serve as your down payment, which often lets us fund most or all of the build cost.
How does the draw schedule work?
Construction funds are released in draws as milestones are completed and verified, not handed over at closing. You submit your budget and scope of work up front, complete a phase, request a draw, and we release that portion after inspection. You pay interest on funds as they are drawn.
What are the rates and terms on a ground-up loan?
Our construction pricing starts around 10%, interest-only, on terms of 12 to 24 months. Market ground-up rates generally run 9% to 12% with 1 to 3 points. Your pricing and leverage depend on your build experience and the strength of the project.
Do you lend to first-time builders?
We consider builders at all levels, though a track record helps your leverage and rate. A first-time builder should expect to bring a strong general contractor, a detailed budget, and typically a larger equity contribution. A well-documented project goes a long way.
