The City of Colorado Springs requires a permit for every short-term rental and bars new non-owner-occupied listings in single-family zones, while unincorporated El Paso County, Colorado has stated it has no codified short-term rental ordinance at all. County and city levies together sit under 10 mills, but the school district layered on top ranges from about 29.8 mills to about 57.7 mills depending on where the parcel sits, and newer subdivisions can carry an additional metro district levy on top of that.
