Rockwall Hard Money and Investor Loans

Your city line, not your house, decides what you pay in Rockwall County.

USA Mortgage funds investors across Rockwall County. Rockwall's short-term rental permits do not transfer with a sale. Lakefront lots often stop short of the actual water. Every loan stays business-purpose only, subject to underwriting.

The city line decides your tax bill more than your house does

Texas Comptroller 2025 rates put a City of Rockwall parcel in Rockwall ISD at a 1.5754% combined stack against 2.1258% on the Rockwall County side of Rowlett, both in the same school district. That is roughly $2,201 a year apart on a $400,000 assessment, on an otherwise identical house.

Zero multifamily units permitted here in 2024 or 2025

Census building permit data shows Rockwall County went from 336 multifamily units in 2023 to zero in both 2024 and 2025, while single-family permitting stayed active. That is a checkable supply argument for single-family rentals, not a promise about rents or yield.

A short-term rental permit here does not convey with the sale

The City of Rockwall's Ordinance No. 24-10 makes STR permits non-transferable to a new owner and bars a new non-owner-occupied STR within 1,000 feet of another one. A buyer underwriting STR income has to clear that distance rule again after closing, not before.

Rockwall lending questions

Do you lend on investment property in Rockwall County?
Yes, across all six communities we serve here. We fund deals in Rockwall, Heath, Fate, Royse City, McLendon-Chisholm, and the Rockwall County side of Rowlett. USA Mortgage is headquartered in Bee Cave, Texas, and funds deals in most states with our own capital. Every loan is business-purpose only, on investment property, and terms are subject to underwriting. See how we lend across Texas or talk to us.
How much do property taxes vary between Rockwall County's own cities?
By roughly 70 basis points across the county's cities, and the city line moves it, not the house. The Texas Comptroller's tax year 2025 rates put a City of Rockwall parcel with Rockwall ISD at a 1.5754% combined stack, while the same value on the Rockwall County side of Rowlett, also in Rockwall ISD, runs 2.1258%. McLendon-Chisholm, which carries the lowest city rate in the county, sits lower still at 1.4103% with that same school district. On a $400,000 assessment that is $6,302 a year against $8,503, a $2,201 difference with nothing about the property itself different. Fate and Royse City add a further split by school district, not just city: a Fate parcel runs 1.6088% in Rockwall ISD versus 1.7971% in Royse City ISD. Some subdivisions also carry a municipal utility district overlay of up to 1.000% on top of that stack. Confirm the taxing units on the parcel's Rockwall CAD account before underwriting carry, and talk to your CPA about your own position. See the DSCR program. Subject to underwriting.
Can I run a short-term rental in Rockwall?
Yes inside the City of Rockwall, but the permit does not convey when you buy or sell. Rockwall's Ordinance No. 24-10 requires a per-address permit before advertising or operating an STR, bars a new non-owner-occupied STR within 1,000 feet of another non-owner-occupied STR, and states permits are non-transferable to another owner, operator, address, or property. That means a buyer underwriting Rockwall STR revenue is buying a house, not a permit, and must clear the 1,000-foot rule themselves after closing. The city also requires at least $500,000 per-occurrence liability coverage and revokes a permit after three violations in twelve months. Published STR rules for Heath, Fate, Royse City, or McLendon-Chisholm were not found; confirm directly with each city before underwriting one there. See the fix and flip program. Subject to underwriting.
Is Rockwall County a good market for rental investment?
The supply case is stronger than the yield case. Census building permit data shows Rockwall County permitted zero units in multifamily structures of five or more in both 2024 and 2025, down from 336 in 2023, while single-family permitting stayed active at 1,587 units in 2025. That is a checkable argument for single-family rental demand, not a yield claim. Zillow's rent index also shows Royse City and Fate reading above the City of Rockwall, but that gap reflects newer, larger build-to-rent stock in those two submarkets against older apartment-heavy stock inside Rockwall, not a real yield edge; underwrite the parcel and its comparable rents, not a countywide average. Talk to your CPA about your own numbers. See the DSCR program. Subject to underwriting.
Why does a direct, asset-based lender fit Rockwall County's market?
Because carry here turns on lines a national desk will not check. One county, one appraisal district, and two school districts sitting 18.83 cents apart mean two houses at the same price can carry very different tax bills depending on which ISD and which of the seven municipal utility districts the parcel sits in. The City of Rockwall also publishes its water and wastewater impact fees as a flat, printed schedule, up to $5,229.40 per lot at the maximum assessable rate for a standard meter, so a builder can price a lot before buying it. A lender who underwrites the parcel, not just the county average, is the one who catches those differences before close. See the ground-up construction program. Subject to underwriting.

About the local figures on this page

Local rules move. Every tax rate, fee, ordinance and market figure here comes from a primary source and carries the date we read it, and we correct them as the rules change. Where a number is mid-change or we could not verify it, we say so rather than guess. Before you commit a budget, confirm anything that drives it with the city or county, and talk to your attorney or CPA on questions of law or tax.
