Joplin regulates short-term rentals with unusually specific rules, and location matters more than compliance effort. A permitted short-term rental cannot sit within 200 feet of another one in most residential zones, and the city mails notice to every owner within 185 feet of a new application; if more than 30 percent of that land area protests within 15 days, the permit is automatically denied. The application carries a $550 filing fee, and the city issues a final decision within 30 days of receiving it. Occupancy is capped at two guests per bedroom for the smaller units, one off-street parking space is required per bedroom, and events, receptions and weddings are prohibited. The definitions reach a loan made primarily for personal, family, or household use, and under the older statute only a loan to or for a natural person, so on the statutory text a business-purpose loan to an LLC on a non-owner-occupied Joplin rental is not a residential mortgage loan.
