Why does the school district matter more than the city for a Kansas City rental's tax bill?
Because the levy is set by school district, and it varies more than the city name suggests. On 2025 rates, two houses both inside Kansas City, Missouri differ by 1.5808 per $100 of assessed value depending on school district: 9.0712 in Raytown schools versus 7.4903 in Lee's Summit schools, about 0.30 percent of market value a year (9.0712 minus 7.4903 equals 1.5808, times 0.19 equals 0.30 percent). On a $240,000 property that is roughly $720 a year (240,000 times 0.0030 equals 720). Underwrite the tax code printed on the parcel, not the city name on the listing. Talk to your CPA before you close. Subject to underwriting.
Can I underwrite a short-term rental exit inside Kansas City?
Not as a non-owner-occupied rental in a residential district, because the city zoned that use out. Ordinances passed in May 2023 bar new non-resident short-term rentals in residentially zoned areas, require at least 1,000 feet between non-resident listings in smaller buildings, and cap new listings once 25 percent of units in a larger building are already registered. A resident host must occupy the unit at least 270 days a year to qualify under the other category. Thirty-one plaintiffs sued the city in 2023 over the rollout, and we have not found a reported outcome. Underwrite a Kansas City hold to a long-term lease it can carry on its own. Is Jackson County's property reassessment dispute settled yet?
No, and a trailing tax bill on a Jackson County property is not a safe number to underwrite from. The Missouri State Tax Commission ordered the county in 2024 to correct 2023 values to the lesser of its own number or prior value plus 15 percent; the county fought that order in circuit court and lost in March 2025, then lost again on appeal in December 2025. A June 2026 Commission order confirms the correction is now being implemented, not litigated in the abstract, but the state has not reported how many parcels remain uncorrected, and a related class action was set for a certification hearing in January 2026 with no outcome reported since. Verify the current assessed value and appeal status on the specific parcel before you close. Subject to underwriting.
Why does an asset-based lender fit the Kansas City market well?
Because the county's own deal supply already screens on the same things we underwrite. The Land Bank of Kansas City will not sell to a buyer who is tax-delinquent or in open code violation on any other Kansas City property, and it requires proof of funds for both the purchase and the rehab before you can bid. Inside the city limits that supply also carries a per-door Healthy Homes rental registration and a possible 1 percent earnings-tax filing on rental profits, neither of which applies once you cross into Independence, Lee's Summit, Blue Springs, or Grandview.
