The 2026 typical levy is $8.5886 per $1,000 inside Everett School District territory, but the same city carries a lower 7.7629 rate on the Mukilteo School District side, where 42% of the city's assessed value sits. New-construction impact fees follow the same split: $22,188 in the Everett district against $9,632 in the Mukilteo district.
Everett itself has grown only 3.9% since 2020, while Lake Stevens (+19.5%), Arlington (+17.7%), and Marysville (+8.6%) have absorbed most of the county's expansion. Gross rental yields follow the same pattern: Lake Stevens, Arlington, Marysville, and Monroe are the only four of our eight cities where gross yield clears 4%.
Washington charges retail sales tax on construction labor, so a $100,000 Everett rehab carries about $9,900 in sales tax, and a flipper cannot use a reseller permit to avoid it. A buy-and-hold, by contrast, is priced by the property tax levy rate, which runs in the opposite direction across our eight cities from the sales tax rate.
